| Ethics and Ethics Reform must be a top
priority for Connecticut
Dear Friend,
The issue of ethics reform is an important part of
my
platform.
Prior to my ten years of service on the
Litchfield Board of Selectman, I served as a member
of our
local Board of Ethics. Close to one-third of our cities
and towns here in Connecticut do not have local
Codes of Ethics and Ethics Commissions. My town of
Litchfield, population approximately 8,500, has had a
locally written and adopted Code of Ethics and a
volunteer Ethics Commission for almost 15 years. It
has served our community here in Litchfield very well,
and is something that I support for communities
throughout our state. Municipal Codes of
Ethics
are important because they provide a forum for all
citizens to be heard on issues of concern to them
regarding ethics and their elected public officials. I
fully
support the bill enacted into law S.B. 0001 AN ACT
CREATING THE OFFICE OF
STATE ETHICS AND THE CITIZEN'S ETHICS
ADVISORY BOARD. This act requires a study
of
the manner in which the State Ethics Commission
should be reformed. We need to be sure that all of
our elected officials are held to the highest ethical
standards possible. Let me be clear, however,
that I
am in no way
supporting a state-mandated Code of Ethics for
every municipality. This is an issue best left to local
control, allowing towns and cities to develop Codes
of Ethics within our state guidelines suitable for
individual use
in our cities and towns. As your
Secretary of the State, I would use the power of the
Secretary of the State's office to help and
encourage our cities and towns to
develop their own Codes of Ethics, either on an
individual or regional basis. As candidates and
elected officials, the public has a right to expect
nothing short of the highest standard of ethics from
who seek to serve and hold public office.
